EU CitizenshipThe first step to get an EU Citizenship for Bulgaria is to apply for Permanent Residence Permit. 
The statutory procedure for acceptance in foreign investment in the Bulgarian Investor Program for Residency and Citizenship includes the purchase of more than US$ 500,000 of treasure Bills, Government and Municipal bonds with time remaining of due dates not less than 6 months, without accrued interest. TWO OPTIONS FOR PARTICIPATING IN THE BULGARIAN INVESTOR PROGRAM FOR RESIDENCY AND CITIZENSHIP Option 1: Full funding The investor deposits the full amount of US$ 500, 000. No further payment is required. At the end of the five-year period, US$ 500,000 is returned to the investor with no accrued interest. Option 2: Financed funding The investor pays the reduced amount of US$ 150,000.No further payment is required by the investor; however, the US$ 150,000 is not returned to the investor at the end of the five-year period. The reduced amount is used to finance US$ 500,000 closed five-year term loan from a chartered bank. This loan is initiated and repaid at no further cost to the investor. This option is particularly attractive for applicants seeking to retain maximum capital for investment in ongoing business operations. EU Citizenship 
Having received a Permanent Residence Permit at least 5 years earlier, the foreign investor may apply for Bulgarian Citizenship, according to the Act on Bulgarian Citizenship. According to Article 12 of the Bulgarian Citizenship Act, the foreign investor, at the date of filling an application for naturalization, must be an adult, must maintain his/her status of Permanent Residence for a period of five years, must not have been sentenced by a Bulgarian court for a premeditated crime of a general nature, and must not have been engaged in any form of criminal activity. Bulgarian Citizenship is granted personally by the President of the Republic by virtue of a Presidential Decree issued on the grounds of a special well-founded proposal of the Minister of Justice after the completion of a statutory procedure.
